CAG reports have repeatedly flagged unspent balances and weak audit trails in compensatory afforestation funds. This isn't an accusation aimed at any one office â it's a structural gap: money moves through many hands before it reaches a hillside, and the public has no easy way to follow it. That gap is exactly what erodes trust in otherwise well-intentioned programs.
Dev Bhoomi Bachao proposes a citizen-funded, technically transparent layer that complements existing government afforestation spending â it does not touch or replace CAMPA funds.
In the proposed model, citizen micro-donations (âš1/day) fund Van Panchayat stewards guarding named forest parcels â no donations are collected today. Every event in that chain â a donation, a steward's field verification, a payout â is hashed, folded into a Merkle batch, and anchored to a public ledger. The Department, the CAG, a journalist or a curious citizen can all check the same math.
The transactions below are real, validated XRP Ledger testnet transactions, generated from this project's proof-of-concept run. Testnet XRP has no monetary value â this demonstrates the mechanism, not a live money movement.
